Circulation Policies


Library Cards

The Bay City Public Library and its branches issue a patron’s first library card free of charge.  Upon loss of the card, a replacement fee is charged.

An application for a library card is on a form approved by the Library Board.  Adults are required to present a valid driver’s license or other valid form of picture ID.  Children must be able to write or print their name.  New residents are also required to present proof of their local address (utility bill, phone bill etc.).  A post office box may be given only with a valid street address.  Applicants under the age of 16 years must have a parent or legal guardian give their written consent on the application and present an ID before a card may be issued.  Only the person to whom the card is issued may use that card. Library cardholders agree to inform the library of any changes of address or phone number.

  • Teachers/Home-School:  Will need to show verification in order to have a longer checkout period.  There will be a 6 week checkout period, limit of 30 books and no more than 5 items per subject.

  • Business/Churches/Nursing Homes:  Must have designated borrowers on record.

  • Temporary:  Patrons who live outside the county (contractors etc.) may be issued a temporary card.  A limit of four (4) items may be checked out and the library card is kept at the Circulation Desk.

  • Branch/Departments:  Barcode numbers for patron cards are assigned by the Circulation Manager.

Patrons will be allowed a one-time checkout without a library card only with a photo ID.  This includes one time computer use.

Application cards are kept on file at the Circulation Desk; after three years with no activity, names will be deleted from the system.

Statistics collected about library card users are for financial and statistical reports only.  Confidentiality of library card users is maintained and information is only given under issue of a subpoena.

Replacement cards

Replacement cards shall be issued upon payment of a replacement fee set annually by the Library Board.  Replacement fee is waived if card is stolen and police report is noted.

Loan Period

Checkout periods for materials are as follows:

Books  Two (2) weeks
NF video/DVD Two (2) weeks
Audios Books Two (2) weeks
Videos Two (2) days
CD’s/DVD’s Two (2) days

Materials for school projects will be put on a Temporary Two (2) Day Reserve and have a .25 a day fine for overdue materials.

Renewals

Materials may be renewed one time over the phone.  To renew a second time, the material must be presented at the circulation desk.

Number of Materials

  • The maximum number of materials that can be checked out to a card is ten (10)

  • Non-book items will be limited to four (4) per library card. 

  • No more than three (3) items per subject, which is determined by the Dewey Decimal System, may be checked out to a card.

  • No more than three (3) materials by the same author may be checked out and cannot be of the same title.   

Library Staff may use their judgment on overriding multiple title and same subject checkouts, but must have the Library Director or Assistant Director’s okay to extend the checkout period.

Reserves

Materials may be placed on reserve by staff members or volunteers.  Requests for reserves will be accepted from any patron with a valid library card.  Materials may be reserved over the phone or on the Internet.  There is no charge for placing materials on reserve.  All materials may be placed on reserve with the exception of Reference materials and periodicals.  There is no limit as to how many reserves one patron may make.

Patrons will be phoned or e-mailed when materials requested become available and will have three (3) days to pick up the materials.  In order to check out the reserved material, a patron’s card must be free of fines and overdue materials.  If after the three (3) days the material has not been picked up, it will be placed back on the shelf or the next patron on the reserve list will be called.  Reserved materials are not mailed.

Lost materials Replacement cost plus accrued fines (if material is found within 30 days, cost of material only will be refunded)
